Contract for the continuation of the “On-going Evaluation of the Operational Programme PUBLIC ADMINISTRATION REFORM 2007-2013” and b) for the Support to the Design of the New Operational Programme PUBLIC ADMINISTRATION REFORM for the programming period 2014-2020”

 

The objective of this contract is to support the Ministry of the Administrative Reform & Electronic Governance with the On-going evaluation of the OP Public Administration Reform 2007-2013 on the one hand and on the other hand for the design of the new Operational Programme PAR for the period 2014-2020.

The Operational Programme ‘Public Administration Reform’ for the period 2007-2013 specifies strategy and actions aiming at the upgrade of the institutional environment of Public Administration and the rationalisation of existing administrative structures on the basis of fighting against red tape, simplifying and speeding up the administrative procedures and the general reorganisation of public sector, the regional administration and the local government.

The strategic objective of the operational programme is to improve the quality of governance by means of supporting efficiency and effectiveness of public organisations, as well as support accountability and public administration ethics, via a broader social consultation and participation of the social partners. The strategic objective is further specialised in four (4) general objectives, on the basis of which the OP is structured in axes:

1.    General objective Ι: Enhancement of public policies quality through the modernisation of the regulatory framework and the reform of structures and procedures.
2.    General objective ΙΙ: Development of human resources in Public Administration.
3.    General objective ΙΙΙ: Reinforcement of gender equality policies in the whole range of public action.
4.    General objective ΙV: Technical assistance and implementation support (priority axes 10,11 & 12)

  • Evaluation services and in particular for the consolidation of the OP Public Administration Reform 2007-2013”; in particular with the evaluation of project proposals of mature projects for inclusion in the OP PAR reform.
  • Support for the design of the new OP Public Administration Reform for the Period 2014-2020
  • Evaluation of the projects of the OP “Digital Convergences 2007-2013” which are proposed for transfer to the OP Public Administration reform 2014-2020.
